An Economic Analysis of Compensation for Rural Land Expropriation AgEcon
Xu, Ming-zhi; Dai, Jia-cheng; Cao, Lu-xi.
To study which method is more effective in complete compensation and zero compensation for rural land expropriation, we use economic models to analyze whether the government is benevolent and which compensation method can achieve the social optimal level. The results show that both complete compensation and zero compensation will lead to over-investment of land owners, and consequently result in loss of social welfare.

Biodiversity offsetting and restoration under the European Union Habitats Directive: balancing between no net loss and deathbed conservation? Ecology and Society
Schoukens, Hendrik; Department of Public, European, and International Law, Ghent University, Belgium; hendrik.schoukens@ugent.be; Cliquet, An; Department of Public, European, and International Law, Ghent University, Belgium; An.Cliquet@UGent.be.
Biodiversity offsets have emerged as one of the most prominent policy approaches to align economic development with nature protection across many jurisdictions, including the European Union. Given the increased level of scrutiny that needs to be applied when authorizing economic developments near protected Natura 2000 sites, the incorporation of onsite biodiversity offsets in project design has grown increasingly popular in some member states, such as the Netherlands and Belgium. Under this approach, the negative effects of developments are outbalanced by restoration programs that are functionally linked to the infrastructure projects. However, although taking into consideration that the positive effects of onsite restoration measures leads to more leeway...

This is the first of a series of papers that review the state of knowledge and practice regarding compensation and rewards for environmental services in the developing world. The paper begins with an assessment of the historical development of compensation and reward mechanisms within a broader context of changing approaches to nature conservation and environmental policy. The assessment shows that greater interest in compensation and reward mechanisms has emerged within a policy context of changing approaches to nature conservation and flexible multi-stakeholder approaches to environmental management. In the developing world, an even greater variety of perspectives has emerged on the opportunities and threats for using compensation and rewards for...

There is a wealth of literature on the design of ex post compensation mechanisms for natural disasters. However, more research needs to be done on the manner in which these mechanisms could steer citizens toward adopting individual-level preventive and protection measures in the face of flood risks. We have provided a comparative legal analysis of the financial compensation mechanisms following floods, be it through insurance, public funds, or a combination of both, with an empirical focus on Belgium, the Netherlands, England, and France. Similarities and differences between the methods in which these compensation mechanisms for flood damages enhance resilience were analyzed. The comparative analysis especially focused on the link between the recovery...

P>1. The development of ecosystem approaches to environmental management implies the need to account for multiple pressures on ecosystems. Trends in multiple metrics that respond differently to changes in major environmental pressures need to be combined to evaluate the impacts of fishing and environmental changes on fish communities. 2. An exploited fish community is viewed as a three-level food chain in which the two upper levels, or functional groups, are targeted by fishing fleets, while the lowest level is subject to environmental variation. Qualitative modelling is used to predict changes at the two upper levels, that is, top-down vs. bottom-up perturbations. Abundance and length metrics are calculated from survey data for 14 Mediterranean and...

Effect of restricted feeding and realimentation on feed performance and carcass characteristics of growing lambs R. Bras. Zootec.
Abouheif,Mohamed; Al-Owaimer,Abdullah; Kraidees,Mansour; Metwally,Hassan; Shafey,Tarek.
Forty Najdi ram lambs weighing 26.6±0.3 kg were utilized in this experiment to determine the effects of feed restriction followed by realimentation and body weight at the onset of feed restriction (30 and 36 kg body weights) on performance and carcass characteristics; feeding and restriction levels were ad libitum, 0.75 and 0.60 of the ad libitum intake. All lambs were slaughtered after 14 weeks of experimentation. The results showed that, during the feed restriction phase, average daily gain (ADG) and feed efficiency decreased as the level of restriction increased. During the realimentation phase, the 30 kg lambs gained weights and consumed dry matter (DM) similarly to the ad libitum group, whereas the ADG for the 36 kg lambs of both 0.75 and 0.60 ad...

EMPLOYEE COMPENSATION AND JOB SATISFACTION ON DAIRY FARMS IN THE NORTHEAST AgEcon
Fogleman, Sarah L.; Milligan, Robert A.; Maloney, Thomas R.; Knoblauch, Wayne A..
Economies of size have translated into much larger herd sizes and, therefore, employee bases on dairy farms throughout the Northeast. These non-family employees present managerial issues many farm managers are not accustomed to. This research quantifies and illustrates the internal pay structure and enumerates that current employee satisfaction levels present on the farms of members of the Northeast Dairy Producers Association (NEDPA).

Forest owners' acceptance of incentive based policy instruments in forest biodiversity conservation - A choice experiment based approach AgEcon
Horne, Paula.
Finland has launched a new policy programme to encourage conservation of forest biodiversity, based on economic incentives and voluntarism on the part of non-industrial private forest owners. This study examined the factors that affect the acceptability of biodiversity conservation contracts and the amount of compensation needed in private forests, using the choice experiment method. Data were collected by surveying 3000 Finnish private forest owners. Analysing separately those respondents who were willing to enter into a conservation contract allowed an assessment of the impact of forest owners' heterogeneity on compensation amount.

Grandfathering and greenhouse: the role of compensation and adjustment assistance in the introduction of a carbon emissions trading scheme for Australia AgEcon
Menezes, Flavio; Quiggin, John C.; Wagner, Liam.
The terms ‘grandfather clause’ and ‘grandfathering’ describe elements of a policy program in which existing participants in an activity are protected from the impact of regulations, restrictions or charges applied to new entrants. In this paper, the role of grandfathering in the design of a carbon emissions trading scheme in Australia is assessed. It is argued that adjustment assistance policies such as those adopted in conjunction with previous microeconomic reform programs are preferable to policies based on the free issue of emissions permits.

In the Land of Milk and Money: One Dairy Farm's Strategic Compensation System AgEcon
Graham, Mary E.; Welsh, Rick; Mueller, George.
Farm business need to attract, retain and motive valuable workers, and meet productivity and quality goals in order to achieve their strategic objectives. Willow Bend Farm, a dairy operation run by the Muller family in upstate New York, created and implemented a strategic compensation system to help achieve farm growth over its nearly forty-year history. This paper is a case study of Willow Bend’s total compensation system from 1957-1996, during which time the farm experienced tremendous growth. The owners of Willow Bend Farm implemented an array of compensation programs over this time period, including a unique worker cow-ownership program that, by design, increases worker’s initial investment as new calves are born. Other incentives target key behaviors...

Performance of Crop Insurance Scheme in Udaipur District of Rajasthan AgEcon
Rathore, Vikram Singh; Burark, S.S.; Jain, H.K..
farms in Salumber tehsil of Udaipur district during 2008-09. The study has revealed that farm income per family is higher on beneficiary farms as compared to non-beneficiary farms. The progress of crop insurance scheme in Rajasthan has been found positive, as is evidenced through compound and linear growth rates. In the Udaipur district, the progress of crop insurance scheme has been found positive, except the claim passed to the number of farmers and amount of sum insured. At the overall level, the total area insured under the crop insurance programme has been only about 45 per cent of the total cropped area of the beneficiary farms. Use of inputs such as human and bullock labour, seed, manures, fertilizers, pesticides, etc. has been found significantly...

Pluralism and Regulatory Failure: When Should Takings Trigger Compensation? AgEcon
Boyd, James; Brennan, Timothy J..
The paper evaluates the desirability of compensation for regulatory takings. To do so, we describe a public choice model in which regulators' decisions are influenced by competing political interests. We consider how the political incentives of landowners, environmentalists, and taxpayers are affected by alternative compensation rules and in turn describe the regulatory decisions made in such a pluralistic political environment. Modeling the regulator's incentives in this way leads to the conclusion that compensation should not be paid unless environmentalists and property owners have unequal influence politically. Moreover, the model has several counter-intuitive implications when political influence is not balanced. For instance, if environmentalists are...

Research on Value Assessment and Compensation for Health Hazards of Urban Air Pollution-A Case Study of Urumqi BABT
Yu,Chen; Hui,Sun.
ABSTRACT With the acceleration of urbanization and industrialization, urban air pollution has become a serious threat to the health of urban residents. In this study, to investigate health hazards caused by air pollution for urban residents, concentrations of main air pollutants and annual coal consumption amounts during the period from 2000 to 2013 were analyzed. Our results showed that economic losses of Urumqi caused by air pollution amounted to 63.155 million yuan in 2013, accounting for 0.2 ‰ of its GDP and 5.7% of public utility expenditures for that year. The compensation mechanism analysis suggested that it is necessary to further improve the health care system and increase corporate environmental taxes. More environmental health protection taxes...

Torts and the Protection of "Legally Recognized" Interests AgEcon
Hoffmann, Sandra A.; Hanemann, W. Michael.
The law of torts plays an important role in completing the legal property rights system by defining the extent to which property is protected from harm. It does this by defining the kinds of interests that will be recognized and protected from harm by the courts, the duty of care owed these recognized interests by others, and the manner in which they will be protected through monetary compensation, restitution, or injunction. Together, these three elements of torts define a right in the "bundle of rights" that constitute property. In this paper, we develop a systematic approach to formalizing the nature of the property rights protected by tort law. We use this approach to reexamine the literature on compensation for nonpecuniary damages. This reexamination...

Tropical Atlantic Mixed Layer Buoyancy Seasonality: Atmospheric and Oceanic Physical Processes Contributions ArchiMer
Camara, Ibrahima; Mignot, Juliette; Kolodziejczyk, Nicolas; Losada, Teresa; Lazar, Alban.
This study investigates the physical processes controlling the mixed layer buoyancy using a regional configuration of an ocean general circulation model. Processes are quantified by using a linearized equation of state, a mixed-layer heat, and a salt budget. Model results correctly reproduce the observed seasonal near-surface density tendencies. The results indicate that the heat flux is located poleward of 10° of latitude, which is at least three times greater than the freshwater flux that mainly controls mixed layer buoyancy. During boreal spring-summer of each hemisphere, the freshwater flux partly compensates the heat flux in terms of buoyancy loss while, during the fall-winter, they act together. Under the seasonal march of the Inter-tropical...

Using Panel Data to Estimate the Economic Determinants of CEO Compensation AgEcon
Gius, Mark P..
The present study uses the latest data available from ExecuComp in order to estimate an economic model of the determinants of CEO compensation. Examining 975 CEO’s over the period 1992-2002, the present study finds that experience had a positive effect on CEO pay, while industry specific dummy variables had little, if any, effect on compensation. Performance measures, such as net income per sales and return on equity, had very little effect on CEO pay. The results of the present study corroborate many anecdotal assertions that CEO pay is not linked to firm performance. However, the results of the present study indicate that experience is one of the most important factors affecting CEO compensation. Gender was not found to play a significant role; however,...
